                        INTERNATIONAL RESTRICTED PROCUREMENT PROCEDURE No.  01/2007
                        Phase 1: INVITATION FOR PREQUALIFICATION (SUBMISSION OF

                        APPLICATIONS) for:

  Consultancy Services to the Government of the Republic of Macedonia for

Attracting Foreign Direct Investments and Investment Promotion

GENERAL CONDITIONS

 

Subject of the procurement:

Consultancy services to the Government of the Republic of Macedonia (hereinafter: Government) in attracting Foreign Direct Investments (FDI) in greenfield projects in the Republic of Macedonia and investment promotion.

 

Brief description of the services:

The assignment entails the Contractors to engage in attracting FDI in greenfield projects in the Republic of Macedonia. FDI from all countries and in all sectors are encouraged, without any restrictions on the size of investment or level of ownership.

The Contractors will have a territory/state(s) for which they will be responsible.

At the beginning of each quarter the Contractors are obliged to submit to the Government proposals for visits to particular companies where the Contractors will present the investment opportunities of the Republic of Macedonia. The Government approves the proposals. If the Government has already started negotiations with one or more of the companies included in the proposal list, the Government has the right to exclude that company from the list. The Contractors will be obliged to visit at least 250 companies within the territory/state(s) under their responsibility.

The Contractors will be responsible for establishing direct contacts with senior decision-makers/ managers of companies and present investment opportunities of the Republic of Macedonia.

The Contractors will be paid through a success fee, related to their success in attracting investors, size and duration of the investment, number of employees etc. The success fee will be reduced/ waived if the interested investor visits Macedonia, but his visit does not materialize in actual investment.

The Contractors will report about their activities to the Government every 3 months. The Contractors will receive instructions directly from the Government. The Government will provide the Consultants with guidelines for promotion of the Republic of Macedonia as an investment destination.

 

 

Financial sources for realization of the project:

The funds will be provided from the Budget of the Republic of Macedonia. 

The procurement procedure will be carried out through restricted procurement procedure in two phases: 

Phase 1: Prequalification (Submission of Applications)

Phase 2: Tendering

 

Time of procurement

The services will be realized by a contract, signed between the Procurer and the most successful Candidates (Applicants). The duration of the contract is up to 18 months, with a possibility for termination before the expiry of the contract.

                                                       CONDITIONS FOR APPLICATION 

 

All local and foreign companies, which have obtained the Application documents from the General Secretariat, have a right to participate in the Phase 1. 

Language for Application: English or Macedonian.

                                                       CONDITIONS FOR QUALIFICATION AND EVALUATION CRITERIA

 

General conditions for qualification:

The foreign Candidate (Applicant) provides documents in accordance with the requirements in the Application documents. The local Candidate (Applicant) provides and submits documents for its financial and economic capability, according to the Law on Public Procurements, as it is precisely defined in the Application documents. Evaluation criteria are stated in the Application documents and are based on the evaluation system "satisfies / does not satisfy", thus the Candidate (Applicant) has to satisfy all specified conditions.

                                                       HOW TO OBTAIN THE  APPLICATION DOCUMENTS

 

The Application documents for the Phase 1 may be obtained every working day from 9:00 to 17:00 at the following address: Bul. Ilinden bb, 1000 Skopje Republic of Macedonia, by submitting a written request and upon a payment of non-refundable fee in the amount of 100 EUR or 6,000 MKD. The requests can also be sent by e-mail (gordana.susuleska@gs.gov.mk) with submission of evidence for payment.

If requested by the Applicant, the Application documents may be dispatched by courier, but the Procurer will not accept any liability for loss or late delivery.

   Applications for prequalification must be duly completed and submitted in the Archive of the General Secretariat, at the address indicated below no later than February 23, 2007, at or before 12:00 (local time). The Applications must be clearly marked “Expressions of interest for provision of consultancy services to the Government of the Republic of Macedonia for Attracting Foreign Direct Investments and Investment Promotion”. Applications received after this deadline shall be considered belated and they will be returned unopened to the Candidate (Applicant). Applications shall be submitted in one original. 

The opening of the Applications will be carried out by the Commission for Public Procurements without presence of the Candidates’ (Applicants’) representatives.
